Well Leclerc is one of the top drivers who will not be on the move in 2021 as he is under contract through 2022. At at that stage he will either be one of the best drivers in F1 or an also ran with very little options as the main moves in 2021 will be for at least 2 years long and probably longer.
Ferrari made a good move in publically apologizing to him but that apology will ring hollow unless it is followed up with some action.
